Inflation parameter is governance-adjustable — a malicious governance majority could pass a proposal to increase it. No immutable hard-coded supply cap exists. However, changing inflation requires passing a governance vote (33.4% quorum + 50% threshold, 3-day window) — instant minting by an admin key is not possible. Governance-mediated inflation risk, not admin-key mint risk.
