There are no ProposalCreated / ProposalQueued events to monitor. Protocol governance is team-multisig (undisclosed Safe address). RD-F-101's flagged-pattern detection (calldata targeting admin role change, delegatecall to non-allowlisted target, flash-loanable proposer weight) is architecturally inapplicable.
