Evidence summary #

No Cat 5 contract incident exists for which on-chain response time can be measured. DNS incident and X hack had prompt communications but are frontend/social events outside Cat 5 scope. The Dec 2025 disclosure denial was issued within hours — but this is a Cat 13 event, not a Cat 5 response.
