No Chainalysis or public Lazarus-cluster attribution for Meteora deployer, multisig signers, or named team. Hayden Davis / Kelsier Ventures are subject to Argentine civil asset freeze — not a US OFAC or Lazarus action. The Hurlock v. Kelsier amended complaint (SDNY 2025, amended 2025-07-29) contains no DPRK allegations. HOWEVER: F125 captures illicit-association and criminal-nexus proximity.
