Voting power = raw token balance at snapshot block. Quorum has been formally removed (governance process post: quorum removed until more SWISE circulates). An entity controlling sufficient SWISE at the snapshot block can dominate a vote. SafeSnap veto by the 4-of-7 Safe partially mitigates but does not eliminate the risk (the Safe could be the attacker or fail to act). No on-chain flash-loan prevention exists.
